A)Believing that the NTP represents an important practical step to address the problem of ballistic missile proliferation and built confidence at regional and global levels (and does not preclude further initiatives in the future),

B)Convinced that nuclear non-proliferation and prohibition of the development, production and stockpiling of nuclear weapons and their reduction, through effective measures, will facilitate general and calls on States which have decided to withdraw or are contemplating complete disarmament under strict and effective international control,

C)Taking into account that disarmament and more specifically nuclear disarmament had been the most critical issue on the agenda for some time as the threat of nuclear proliferation was one of the many causes of concern for the international community,

D)Recalling the determination expressed by the Parties to the 1963 Treaty banning nuclear weapon tests in the atmosphere, in outer space and underwater in its preamble to seek to achieve the discontinuance of all test explosions of nuclear weapons for all time and to continue negotiations to this end,

E)Bearing in mind that common challenges are best addressed through a common response, which underpins the multilateral approach to global peace and security,

F)Determined to resolve these issues peacefully, and contribute, for the stability of the world, to international cooperation to strengthen non-proliferation mechanisms for nuclear and other weapons of mass destruction,

1. Averts further spreading of nuclear weapons, thus preventing terrorists from acquiring nuclear weapons;
2. Withdrawing from the NTP to retract the decision and to comply with all their delegations to the international community regarding the use of nuclear energy for peaceful purposes, under the NPT, the IAEA Safeguards Agreement and all other relevant international commitments;
3. Accepts that the continue of the demilitarization program is developing in a steady pace and it is difficult to be done faster;
4. Calls upon all Member States not to hinder the activities of States party to the NTP relating to the use of nuclear energy for peaceful purposes, in accordance with the provisions of the relevant disarmament instruments, and also, the international community to facilitate the creation of the zones free from weapons of mass destruction;
5. Bearing in mind the public education at the horrors of nuclear weapons, the urgency of nuclear disarmament and the value of a Nuclear Weapon free world;
6. Urges all states to increase their efforts to achieve practical and effective international measures promoting effective implementation of the NPT;
7. Declares the peaceful use of nuclear energy as the most important measure for avoiding the war;
8. Seek deep, verifiable reductions in all U.S. and Russian nuclear weapons (which passes the 95% of the world’s nuclear weapons) and work with other nuclear powers to reduce global stock piles dramatically;
9. Encourages States not party to the NPT to accede to it immediately and unconditionally;
10. Encouraged that advantage is taken of nuclear energy for ceasing hostilities and providing room for technology evolution.
