The security council committee,

Recalling The resolution 3212(XXIX) of 1st November 1974 and its subsequent resolutions on the question of Cyprus,

Recalling the resolution 37/253 of 16th May 1983,

Recalling all the previous resolutions about the question of Cyprus, especially the resolution 1217(1998) in 22th of December 1998 and 1251(1999) in 29th of June.

Bearing in mind that the tragic events of the past should never be repeated and renouncing forever the threat of the use of force, or any domination on either side.

Acknowledging the fact that both sides are willing and eager to finally reach an agreement,

Deploring the lack of progress in the intercommunal negotiations

Reaffirming the need to settle the question of Cyprus without further delay by peaceful means,

· Reaffirms the right of the Republic of Cyprus and its people to full and effective sovereignty and control over the entire territory of Cyprus and its natural and other recourses

· Calls upon all states to support the government of Cyprus in order for it to exercise these rights

· Calls for respect of the human rights and fundamental freedoms of all Cypriots, including freedom of movement the freedom of settlement and the right to property,

Welcoming the progress made in proceeding with demining activities, looking forward to the clearance of the remaining minefields.

1. Proposes new efforts to be reactivated in order to achieve intercommoned contacts, encourage dialogue, promote reconcliliation and restore confidence.

2. Suggests the departure of all forces (Except for the U.N peacekeepers). That means that the other three state’s forces (Greece, Turkey and U.K) must leave the island in order to put Cyprus in the manner of a completely independent state.

3. Announces the creation of a Multinational Constitutional Court in Cyprus whose supreme goal is to protect the rights of both ethnic communities by having the authorization to withdraw any law that is considered to harm any of these two national groups.

4. Considers that all the refugees should get back their property in safety and calls upon the parties concerned to undertake urgent measures so as to end the situation

· Demands that one resolution about the question of Cyprus must me based on one country, Cyprus,

With

1. Sovereignty international identity and uni-zonal, bicommnual state

2. Guaranteed its national independence and its territorial sovereignty

Which will contain two politically equal communities, as the previous resolutions of the Security Council dictates, one government in a united state and that one resolutions as such must refrain the alignment of the whole, or part of the island, with any other country, or any other form of separation.

· Considers that the only way to solve the matter peacefully, adequately and immediately is the union of the two nations into one nation as stated above.

5. Calls Upon the parties concerned to act with the paramount restraint and to cooperate fully with the United Nations;

6. Both communities must facilitate the efforts to search for the persons missing as a result of the Turkish invasion

7. Calls on Cyprus residents to promote the creation of mixed public and private schools in order to create bonds among the new generation

8. Condemn the destruction of the cultural heritage in the occupied territories

9. Orders future settlement agreement will comply with U.N standars in the field of human rights, democracy and the rule of law.

10. Demands the resettlement of the political status of the island prior to the military coup d’etat and the invasion, that is to say the implementation of the London and Zurich Agreements, but with an amendment which would turn the governmental share into the ratio of 8:2 for Greek and Turk Cypriots respectively and that would abolish the Turkish Cypriot option to veto any decision.
