The Commission for Social Development committee,
Noting the problems that the world financial crisis have caused to the worldwide education and health care, especially in the developing countries
Aware of the Article 25 and 26 of the Universal Declaration of Human Rights, which states that “Everyone has the right to a standard of living adequate for the health and well-being” and that “Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages”.
Deeply concerned by the fact that many children in the world today grow up being denied their basic right to even attend primary school because of gender discrimination, financial difficulties concerning the schooling fees and location matters.
Considering that improvement in the quality of teaching must be achieved via the renewal of the contents of the courses, improvement in human resources and material resources, and better use of the various instruments of the educational system.
Expressing its hope that foreign universities, in coordination with local ones, will set up students exchange programs, so that they will be able to find out more about the education systems in other countries.
Urging Member States to provide education with international funds, as people of high education are economically stable and they are also less prone to health problems.
Recommends scholarships to be given, especially to the low-income families.
Assists the development of programmes of introduction and information to migrant families, participation in schools of parents, interpretation and translation services.
Recognizes and supports the right of indigenous people to education in a manner that is responsive to their specific needs, aspirations and cultures, and ensures their full access to health care.
Recommends to provide children with transportation to and from school, when needed and offer free meals and health services at school.
Formulates and strengthens time-bound national strategies for the eradication of illiteracy and universalization of basic education, which includes early childhood education, primary education and education for the illiterate, in all communities, in particular for the introduction, if possible, of national languages in the educational system and by support of the various means of non-formal education, striving to attain the highest standard of learning.
Emphasizes lifelong learning by seeking to improve the quality of education to ensure that people of all ages are provided with useful knowledge, reasoning ability, skills, and the ethical and social values required to develop their full capacities in health and dignity and to participate fully in the social, economic and political process of development. In this regard, women and girls should be considered a priority group.
Emphasizes the existence of economic aid from the developed countries which belong to the United Nations, with fundamental target the creation of new and modernized facilities to which all people will have access without exception of their financial situation.
An important step for universal and equitable access should be the increase in the budget of the educational system. In this way more schools can be found in remote areas and help students attend school easily.
