Topic Area A: Situation of Roma, Sinti, Gypsies and Travellers at international level; preventive measures against discrimination of ethnic minorities.

The international law committee,

Deeply concerned about the dact that these minorities have been suffering profound discrimination for centuries and,even today, are still frequently rejected by the rest of the population because of deep-seated prejudices.

Reaffirming the Convention for the Protection of National Minorities (ET S No 157) according to which the autochthonous minorities and ethnic groups with European nationality living in Europe are protected.

Encouraged by the significant work carried out within the United Nations system in the field of discrimination.

Bearing in mind that the Decade of Roma (2005-2015), an unprecedented pan-European initiative which aims to eradicate racial discrimination and maximize resources for improving the general economic and social position of the Roma while addressing the racial stereotypes and discrimination they face, seems unable to fulfill it’s ultimate goal, which is to integrate the Roma as full members of society, enjoying the same opportunities as the majority populations.

Recognizing that the existence of indigerious nomads and exchanges between these groups are another factor contributing to the stratisfaction and enormous cultural and linguistic diversity in every country of Europe.

Fully aware of the fact that the life of immigration in the economic absence makes the economy of governments, vulnerable and incorrect in its calculations.Having taken into consideration that the concern directly to the scince of economists, relies on the will tocease and hold, unreliable and dangerous for the national identity, charitable means.

Suggests the monitoring, investigating, and reporting cases of violence and discrimination against ethnic minirities.

Calls for governments to punish all offenders involved in extreme racist behaviors using their national judicial systems, while simultaneously working with other governments to intensify cooperation between states of origin, transit, and destination of the travellers so as to more efficaciously apprehend the insistent perptrators, such as illegal rasist organizations.

Considers that the current ghettoisation in Europe is unacceptable, and calls on Member States to take concrete steps to combat discriminatory practices in providing housing and to assist individual Roma in finding alternative, sanitary housing.

Security, identity protection and health for travellers, charging a potential tax, result, their deing happy with their land and reduction of the frequency of their travel.

Urges States to ensure equal accaess to education for all, in law and in practice, and to refrain from any legal or any other measures leading to imposed racial segregation.

Provide education to children from minorities, backgrounds to fit the environment of the country, to use the language correctly and feel shirts with the locals.

Notes that teachers in turn, should play a crucial role in shaping the attitides of students from an early age. The exchange of experiences in order to take advantage of cultural diversity between different educational institutions, improve cooperation and education.

Urges that every government should be encouraged and to fulfilling some decisions in order to improve the situation of Roma and other travelers some decisions in order to improve the situation of Roma and other travelers. Some of these may include, educating loacl people of each country against racism, which will prevent ethnic discrimination.

Confirms that the constitution guarantee the minorities the culture, the widespread use of their native languages, education in their native languages, and the right to use their names it their own languages.

Fully bearing in mind that all people deserve to be treated as equals according to human rights, governments should make sure that human rights sich as freedom of religion and the right to one’s language and culture are maintained to ethnic minorities like Roma, Sinti and others.

Further reminds the significance of improving the image of the Roma in the mass media and the overall education of Roma about their civil and human rights as well as the relevant mechanisms for the redress of grievances.

Proposes that the media must avoid the dramatization of events, and the versatile and effective approach to problems.

Decides to remain actively seized of this matter.

The alliance of the Russian Federation suggests.
