The Social & Humanitarian Committee,

Disturbed by the fact that a large proportion of youth who include many former combatants are unemployed or underemployed and that this situation presents a threat to a sustainable peace and stability;

Considering that 84 % of Europeans live at risk of poverty which means they face insecurity and go without what most people often take for granted;

Recognizing that the global economic and financial crisis led to the recession of the national incomes of developed donor countries;

Taking into consideration that health is a basic commodity that demands social protection and quality services for low market people;

Recognizing the fundamental right of persons experiencing poverty and social exclusion to live in dignity and to take an active part in society;

Reaffirming also the commitment made by world leaders at the Millennium Summit and the 2005 World Summit to free our fellow men, women and children from the abject and dehumanizing conditions of extreme poverty;

1. Calls upon governments to take appropriate measures to address the factors that increase vulnerability in becoming under the verge of poverty and becoming socially excluded, including by strengthening existing legislation with a view to providing better protection to the citizens that might lose their jobs due to corporation’s bankruptcy;

2. Suggests social cohesion as the core of public policies: It is necessary to work for more cohesive society with more solidarity between and within generations within a framework of sustainable development and ensuring non discrimination and equal opportunities,

3. Instructs the establishment of educational institutes that are properly equipped with programs that will effectively reach the poor in their rural and slum villages, so to transform their mindset and embrace a new positive thinking mentally, disclosing possibilities in life. Also, convinced that the most effective way to wrestle social exclusion’s percentages down is through the upgrade of the educational system so as to include basic lessons of respecting each other’s personal distinctness,

4. Accepts the partnership with the World Bank Group, which has increasingly found innovative delivery mechanisms for the specialized knowledge services,

5. Affirms jobs should be high-quality and barrier-free with rights and wages being decent and pensions including a basic old-age allowance which ensures that people who have worked all their lives enjoy dignified retirement,

6. Encourages the U.N. to fund any anti-poverty campaigns in order to raise public awareness about the poverty rates and motivate them to contribute to the government’s effort, referring to human rights.
